Program/Acquisition Management

Description:

Provides program/acquisition management across the system lifecycle of a program or product, supports managing the day-to-day operations of an Integrated Product Team (IPT), and provides proactive, end-to-end solutions to the customer. Anticipates and addresses the daily “triple constraint” challenges posed to a program/system’s cost, schedule, and performance. Solves complex problems, leverages industry “best in class” innovations, and applies them. Proactive in drawing from various sources of information; CNO, NAVAIR, DoD, Industry, and Fleet organizations in compiling comprehensive management, financial, risk, and acquisition strategies for the customer. Substantive ability to devise and coordinate financial planning, cost and risk management, configuration and design reviews, proposal evaluation, and Statement of Work (SOW) development is desirable. Interact with the customer on a daily basis; work under limited supervision in an IPT environment; perform related work as required.

Education:

Bachelor’s Degree in a Technical or a related discipline, and/or equivalent significant experience. An advanced degree, certification in other best practice models such as CMMI, Six Sigma, etc, DAWIA/DAU Level III Program Management and/or experience with DoD acquisition lifecycle, systems engineering processes and associated DoD programmatic documentation are a plus.

Job Functions:

Perform program management, financial, or business analysis.

Participate as a member of a specified Integrated Product Team (IPT); support IPT directed meetings, track program/project status and schedules.

Interface with system or program contractors, sub-contractors, consultants, vendors, and/or Government representatives regarding the management, financial, and logistics aspects of the program.

Support design reviews, program management reviews, and all IPT directed meetings. Provide proactive solutions to the customer/program.

Review contractor documentation for requirements compliance, content, and completeness.

Formulate, compile, and defend budgets, plans and specifications, and technical analyses.

Serve as the Subject Matter Expert (SME) on program/project management business processes, acquisition models and DoD program/project management requirements.

Ÿ          Briefing – development and presentation; internal and external to IPT; from working level to executive level audience.

Ÿ          Resource/asset management – coordination of aircraft, equipment, manning, and funding to complete the assigned tasking(s); appropriate utilization of personnel, talent, skills, and experience.

Ÿ          Documentation development and review – white papers, specifications, instructions, directives, test reports, analyses, etc.

Ÿ         Generate and/or review documents (white papers, contracts, SOW, etc) and briefs (product/system briefs, quad charts, PMR, PMF, etc.).

Ÿ          Acquisition – TEMP, ASR, TPWG, SEMP, ICD/CDD/CPD, DAES, NPDM, ADM, Integrated Master Schedules, Program Reviews, etc.

Ÿ          Contractual actions – SOO, SOW, RFP, negotiations (Alpha, etc.), CDRLs, and EVM.

Ÿ          Contribute to team strategic planning.

Requirements:

Program management experience in DoD programs, development and/or acquisition of military aircraft/systems/weapons, and a strong understanding of current DoD acquisition milestone requirements. Experience preparing, reviewing, and coordinating program management, financial, and logistical documentation is required. Competency with the Microsoft Project program/project management applications, and/or familiarity with other applications such as Primavera, Kintana, is expected. Strong written and verbal skills and proficiency with the Microsoft Office Suite of applications is a must. Travel as necessary to support system/product development. EOE, M/F/D/V.
