The traditional Department of Defense acquisition process rested
on buying threat-based, service specific systems and then identifying
how to integrate them with other similar threat-based systems.
This platform-centric paradigm resulted in so called "stovepiped"
systems. Ausley Associates, Inc. (AAI) is working with the Navy
to usher in a radical departure from these past programs by
embracing a capabilities based acquisition approach to provide
the programmatic framework for Network Centric Operations and
Warfare (NCOW).
AAI recognized early-on that to effectively perform weapons
systems integration and acquire interoperable, aviation warfighting
capabilities would require the use of integrated architectures
in systems engineering and evolutionary development in program
acquisition. We take this philosophy one step farther by ensuring
that all features of capabilities based development are bound
into the logistic component, emphasizing the importance of end-to-end
logistic processes and information flows. The objective is to
give those accountable for program execution maximum flexibility
in translating needs and technological opportunity into stable,
affordable and well managed acquisition programs. AAI professionals
supporting all levels of the acquisition, systems engineering
and logistics workforce are committed to seeking innovative
ways to achieve these objectives through teamwork, trust, common
sense and agility.
